 How to confirm:
 - install fresh OS of the latest test image
 [http://build.laptop.org.au/xo/os/sugar-100/build-18/]
 - don't connect to AP, populate the proxy section with bogus info.
 - connect to AP, open Browse and confirm web internet access times out.
 - open updater, watch as the information is returned from the web.
