 The Clock hands are harder to grab when they are directly pointing up at
 the 12-o'clock position. Looking at line 1098 it seems like the +/-
 tolerance code does not fully handle the case when the angle is at 0 (so
 the hand hit target tolerance is only 50% or what it is usually).
