 The Shift key on the on-screen keyboard has three modes:

     1.lower-case only
     2.make the next letter only as upper-case
     3.make all letters as upper-case

 The letters on the keys change case when Shift is pressed, but the Shift
 key itself does not change to indicate which mode it is in.

 This is a usability issue.
