Comment(by manuq):

 The attached testcase script demostrates that it is a window composition
 issue.

 If run outside sugar, in a sugar shell, the dragged region shows a
 transparent background.  If run inside sugar, it shows a black background,
 same as Browse.  I will try to style the dragged region.
