 TestCase:

 0. open Browse
 1. select some text and copy to clipboard
 2. open Sugar frame, a clipboard icon representing the pasted text is at
 the bottom of the left frame panel
 3. drag the clipboard icon to a text entry in Browse (for example a search
 entry)

 Currently, it doesn't work.  This is the second part of #3819
