 Testing in 13.1.0 build 8, I'm finding Terminal a frustratingly good
 example of this again just now, it's still not 100% reproducible but
 happens when I least want it to ;)

 To reproduce:

 1) using Terminal in ebook mode
 2) reveal the Frame with a down swipe in the toolbar
 3) tap the Home icon to get back to the Home zoom view

 Result:

 As the frame slides away, the mouse cursor must be floating over Terminal
 Toolbar View icon, the zoom view briefly appears, then the Terminal View
 secondary toolbar hover must have triggered and switches you back to
 Terminal with the View secondary toolbar now in an open hover state. Just
 managed to trigger this 4 times in a row trying to get back to home, now
 after switching to a different view and back to home from there its
 behaving again.

 You can also see this if you have several activities open with plenty of
 tools (e.g. Calculate, Turtle Art). Using the Frame to switch activities,
 will leave the invisible cursor hovering over the toolbar, so after you
 switch, a moment later a toolbar help hint will suddenly reveal itself.
 Actually this is a more reliable test case, happens every time here.
