 Having the Frame popped up while the Settings panel is open is not good
 because the buttons in the frame are unusable.  This is because the
 settings panel is a modal window.

 Can be avoided hiding the frame on Settings panel startup. Another case to
 be solved is that the frame can still be invoked doing the global gesture.
