 Steps to reproduce:

 - go to Neighbourhood View

 - tap/left-click on an AP icon

 ---> Palette is popped up

 - dismiss Palette by tapping/clicking somewhere outside the Palette (e.g.
 invoking AP icon or canvas)

 ---> Palette is popped down

 - tap/left-click on the same AP icon again

 ---> Palette is not popped up
