 In build 13.1.5 this seems to have regressed further. The central handle
 seems to have vanished all together, see numerous places in the UI such
 as, Speech device palette, Volume device palette, Paint activity brush
 controls. Strangely the Frame CP module does still show them (but with the
 over sized theme originally reported), Gonzalo suggests they've just
 vanished in the cases where they are used inside of palettes.
