 ''hovering-over-link'' signal is emitted immediately when the mouse cursor
 hovers a link and when it un-hovers (leaves) the link.

 So, to use this signal we should add a timer to control the time the mouse
 is hovering the link and cancel it when the mouse un-hovers the link. If
 the timer is not cancelled for TIME we show the palette.
