 1) Change aym to ayc - decision made with localizers, reflected in
 upstreamed glibc locale for ayc_PE

 * (note ayc_PE recently added to glibc 2.17 check glibc package version).

 2) Add langs to ALL_LINGUAS having a Pootle project for Glucose (without
 regard to completion) as long as a glibc locale exists upstream.
