 The Clock activity needs to use an appropriate accent when speaking the
 time for the language in use.

 When tested running Sugar in Spanish, Clock says times in the afternoon
 are "de la tard".  The Speak activity will say "de la tarde".

 Seen with Clock-8 in OLPC 12.1.0 os13.
