 The Language control panel in 13.1.0 os11 lets you delete the first
 language choice, leaving no language dropdown in the control panel.

 It is possible to get in a state where the control panel asks you to
 restart Sugar after this; but usually it does not, and so far I have not
 managed to save a blank ~/.i18n file.

 Seen in 13.1.0 os20 (along with #4327 & #4329).
