 Adding a right to left language, e.g. Arabic (Egypt), as the second
 language choice, with English (USA) as the first choice, triggers Sugar to
 layout for the second choice right to left language rather than the
 primary language choice. See attached screenshot.

 Adding a left to right language third choice did not correct the
 behaviour. Adding Arabic (Egypt) as the third choice, with Spanish
 (Uruguay) as the 2nd did not trigger the layout defect, so seems like the
 2nd language choice is being treated specially in some way.
