 There is a mix of a) tool buttons and b) tray icons.

 Tool buttons have mouse-over feedback, as a black background.  Tray icons
 don't.

 In the bottom panel, we are mixing tool button for wireless AP and olpc-
 mesh AP, with trayicons for the others (battery, speech, etc).
