 {{{rainbow-gc}}} checks for existence of {{{sticky_uids/<uid>}}}, but
 passing the {{{constant-uid}}} option to {{{rainbow-run}}} doesn't cause
 that file to be created.

 This means invoking {{{rainbow-gc}}} will unconditionally erase '''all'''
 rainbow users (that have no processes running).
