 Chat should provide a notification of new activity if there is enough chat
 text present that we have to scroll, and the scrollbar is not in the
 bottom position allowing this text to automatically show.

 If we are scrolled up looking at older portions of the chat history, there
 is no notification that new text is present below if we scroll down.

 Seen with Chat-71.1 in OLPC 11.3.1 os32.
