Comment:

 This is a space requisition issue: In the old palette code we did
 [http://git.sugarlabs.org/sugar-
 toolkit/mainline/blobs/master/src/sugar/graphics/palette.py#line330 take
 the border width into account]. If I add that to our
 [http://git.sugarlabs.org/sugar-toolkit-gtk3/sugar-toolkit-
 gtk3/blobs/master/src/sugar3/graphics/palettewindow.py#line272
 do_get_preferred_width call] the accelerator is shown - however the
 palette border is not drawn anymore. Need to look closer into our
 allocation code another time, but this is the right path.
