 Read-92.1 & 92.2 attempt to improve Read's performance, but disable text-
 to-speech support except for text files.

 We should bring back text-to-speech support for all file types (like Read
 92{.nothing} seemed to have) in a user-friendly manner that does not
 overload the system.

 Seen in OLPC 11.3.1 os32.
