New description:

 The image palette only works for bitmap graphics, not for SVG ones.

 Steps to reproduce:
 1. Open [http://palita.net/w/images/thumb/3/35/Tux.svg/334px-Tux.svg.png]
 in Browse.
 2. Right click on image (PNG format).
 3. Open [http://palita.net/w/images/3/35/Tux.svg] in Browse.
 4. Right click on image (SVG format).

 Expected results:
 Show the image palette (Keep Image, Copy Image) for steps 2 and 4.

 Actual results:
 The image palette is only shown for step 2 (PNG image), not step 4 (SVG
 image).
