 Thats a regression from PS-0.88.

 Unfortunately I didn't manage to find a way to disable plugins on MC
 level. So, if gabble is disabled on sugar shell level, it will be active
 in MC. Also, patch doesn't exclude plugins entirely since there is a need
 to update plugin related options if it was changed in shell GUI.
