 In Spanish locale, Speak-21 does not have translated strings for some
 toolbar icons. As a result, it tries to speak English strings with a
 Spanish text to speech engine!

 Also, hovering over the icons, reveals that the text in their respective
 palettes is in English!

 This problem does not exist in Speak-20.

 Tested on Dextrose-2 running on a XO-1
