 Ah, it's slowly starting to make sense. IIRC the keyboard CP section will
 sort the layouts alphabetically and use the first entry if it can't find a
 match.

 Unless there's a good reason not to, we should just disable the keyboard
 CP section on XOs.

 The problems with Terminal etc. would still need investigation, of course.
