 Related ticket: #2821 "Sugar should directly get proxy settings from
 gconf"
 #2821 applies to Glucose mainline, whereas this ticket is about the
 Dextrose-specific activity updater.

 A workaround for this issue will be in the next Dextrose 3 build, but we
 need to make sure the proxy UI (#3070) forces a Sugar restart for this to
 work.

 This ticket should stay open as we'll need to fix it the proper way so
 that changing the proxy settings doesn't require a restart.
