 If activities are upgraded or installed (including via Software Update),
 their launchers are automatically added to the Favourites View. This is
 undesirable because:

     * it means that the Favourites View is not reflecting what has been
 defined or what the user has explicitly chosen as a favourite
     * as activities are added/upgraded over time, the Favourites View will
 become cluttered

 We would prefer it so that new activities are not added to the Favourites
 View. Alternatively, only new activities should be added to the Favourites
 View.
