 Ishan as Sascha pointed out you have modified the wrong file.
 sugar-100.gtkrc is created during the build process so your changes will
 never be applied.  You need to Check out
 [http://git.sugarlabs.org/projects/sugar-
 artwork/repos/mainline/blobs/master/gtk/theme/Makefile.am
 gtk/theme/Makefile.am]. You need to change the source file (gtkrc.em)
 instead.

 Please work with gtkrc.em and submit an updated patch.
