 I know Patchwork can be controlled via email headers, but don't know the
 details. I tried looking it up in the documentation, but wasn't able to
 find it within a few link levels from [https://patchwork.sugarlabs.org
 patchwork]. We either need to locate and publish / link to the
 documentation or create our own, even if just minimal.
