 I had this same problem with Xephyr on the XO (on 10.1.2) running a Xephyr
 for other reasons.

 After a bit of research, starting Xephyr with -keybd
 ephyr,,,xkbmodel=evdev (instead of -kb or +kb) works well for me. May help
 sugar-emulator.

 It doesn't handle the complete keyboard map for some reason -- ñ for
 example does not work.
