Comment:

 On SoaS Blueberry with Sugar 0.86.3 the odd behavior does not occur.

 The very edge of the screen area activates the Frame (if so configured)
 but does not activate the Frame device panels.  The panel activation area
 seems to be one or a few pixels smaller.
