 In the effort to spam filter, new users submitting their first bug get a
 message saying that their ticket needs approval. This is cool, but if they
 try to attach a file to their ticket, it doesn't work. It would perhaps be
 a good idea to have some explanation on the bugs homepage of what to
 expect.
