 Your logic of checking the PO's is good.  However, I think given recent
 L10n activity on lang-fi, it would be fair to include it.

 There is also expected activity in nearer term on lang-na (and that is for
 a significant deployment by OLPC Oceania).

 Fun Fact: The OLPC Oceania deployment in Niue was actually the first XO
 deployment to literally reach one laptop per child.
