Comment(by cjl):

 I believe it is the existence of a standalone freecell activity (outside
 of the main etoys bundle) that prompted carlo to request it's set up for
 localization.  If a separate PO file is created, it should be possible for
 localizers to simply copy strings from the main etoys project (if they've
 already been translated).
