Comment:

 I am not 100% sure when the .pot file gets created.

 When running 'make update-po' the following command create the .pot file
 for me.

 INTLTOOL_EXTRACT=/usr/bin/intltool-extract srcdir=. /usr/bin/intltool-
 update --gettext-package sugar --pot

 A simple: './autogen-sh; make' does not.
