 Say you have Log Activity running, and none of the Frame palettes are
 showing over it. Using the Frame to switch to Home view, and then mousing
 over any Frame toolbar icon again would display its palette correctly
 (i.e. Frame palettes only disappearing when an Activity window is
 exposed).
