 Note that the Moodle integration is also working on the problem of telling
 Jabber which buddies to send. If you share a Moodle group with a buddy
 that person shows up in your neighborhood.

 Buddies on the Sugar client side may make sense too but we should try to
 think through how it works both in use cases that include Moodle and those
 that don't.
