#1582: Prompt for Activity Software Update should be intelligent
------------------------------------------+---------------------------------

When a brand new user first boots his machine, a prompt is displayed in
Home View - asking the user if he wants to check for updates to
Activities. The catch is, the process that does this needs access to a
remote *server*. But upon first boot, there may as yet not exist any
connection to any server. [For instance, Neighborhood View may have to be
used to establish a connection through a particular Access Point (perhaps
including the entering of a passkey).]
Two obstacles might stand in the way of a successful connection to a
server which would support Software Update. First, the just-booted system
may not have a working external connection. Second, even though there may
be a working connection here (at this end), there may be a problem (at the
other end) that renders the server unreachable.
It can be confusing to the brand-new user if the prompt for Activity
Software Update gets presented, he answers yes, but then that process
itself fails. Presentation of that prompt in Home View should be deferred
until the system has contacted the server, to ensure that "Software
Update" is actually available.
