Comment(by skierpage):

 There's some benefit to the Browse activity's home page continuing to be a
 local file ('/usr/share/library-common/index.html' in webactivity.py), so
 users see something even without an internet connection.

 If Sugar Labs resuscitated the olpc-library-common package, users would
 get a home page on their PC built from an easily modified and localized
 template, and it would also automatically update as they download new
 "collections" to their "Library" (see bug #574).

 I think SL intend to move away from the OLPC library model, but /usr/share
 /library-common is working code that does two useful things.
