This panel holds only 2 entries, and the grey highlight has no border (as
we usually see on other panels), so when the focus changes, the unfocused
item has greater contrast (white letters on black) than the selected item
(white on grey). This leads to dissonance between what seems most
prominent and the location of the pointer.
I guess a larger label area, so that there would be borders, would clarify
the selection and resolve the dissonance.
I got used to the lower-contrast highlight on the regular panels after
some initial dissonance, by seeing the clear movement of the highlight
from label to label. This is not so evident with the 2-item list. But I
wish there were a way in the highlight theme to show a higher-contrast
element (such as a white edge-line border) on the label holding the focus.
