Comment(by walter):

 I take it back... some categories show up with a toolbar for paging
 attached to a "we recommend" highlight, e.g., programming, even though it
 has only 1 page, but it shows more than 3 listings. Games doesn't have a
 "We recommend", so no toolbar for paging and only 3 listings.
