#994: unwanted GDM when restart sugar after changes in control panel

 If you change, for example the language, from the sugar control panel, it
 asks to restart.

 If you confirm the restart, you get the gdm login screen instead the sugar
 main screen.

 If you login and change the preferences a second time, restart will do
 nothing this time.

 If you kill X with ctrl-alt-backspace, the server doesn't come back.
