 thats because TuxPaint weights 40M and it requires some time to unzip .xo

 just in case, could you remove TuxPaint and try again(do not restart sugar
 and let shell unzip .xo properly) and if it wouldn't start, please post
 TuxPaint logs(org.tuxpaint.sugar-is-lame-*.log files) and shell.log

 I tested it in qemu with 5/24 snapshot and it works for me.
