 This is simple:  Most of the necessary icons are provided as part of the
 default cursor theme. (They exist for pencil, brush, eraser, bucket, and
 color-picker) These should be used when applicable.  Custom cursors should
 adhere to the black-fill/white-stroke used for the default set, and may
 optionally make use of the left_ptr_modify cursor, adding a custom icon
 where the tail of the arrow would otherwise be, so that the hotspot for
 the tool remains clear.
