Comment:

 OK. Here's a couple of explanation string possibilities, the first is most
 descriptive:

 "Add languages in the order you prefer. If a language is not available,
 the next in the list will be shown."

 Here's one similar to one used by Apple for a very similar language
 selection interface, but it skips trying to explain how the ordering is
 relevant.

 "Add languages in the order you prefer for display in Sugar and
 Activities."
