Comment:

 I don't think this is really a telepathy issue.

 Martin, you know that the presence service launches both connection
 managers and then if gabble succeeds to connect closes salut, right?

 Am I correct that you want another way to do the same as is accomplished
 by deleting the jabber server in the control panel?
