Not mandatory, but recommended. Even if the user cannot make changes,
the user may have something to say while the activity is running: the
toolbar includes the option to write to the Journal at any time. Plus,
it is a helpful reminder to see the activity icon on the toolbar as to
what activity is running and what you would need to do to get the
activity again.

One other thought: maybe set the buttons (scanning and speed) to
sensitive=False until there is a database loaded?
