I think pygame has scaling feature which could useful to reuse
(using svg instead of png of course will improve scaled images but it's
maybe not worth trying because parsing svg will take additional
resources).

unfortunately we can't restrict activity to be accessible only for
particular locale (imho it would be wrong way) (but we can e.g. make it
"Recommended" for particular locale) thus other language users can
download your activity. It would be useful if you add text widget with
instructions how to use this activity at least in english and spanish
(using regular gettext method).

Later (after making it public) you can request [1] adding your activity to
sugar localization infrastructure and people will translate this text
into other languages.
